In 1986, President Reagan signed an important document concerning his "war on drugs" policy (a "war" he had already declared in 1982, the National Security Decision Directive, which considers drug trafficking a threat to U.S.A. national security, and permits the Department of Defence to get involved in a wide variety of anti-drug activities, especially on the Mexico-U.S.A. border. Some have regarded this policy as an important element of the Low Intensity Conflict doctrine. The Mexican government accepted immediately that scheme of perception. Every Mexican president since Miguel de la Madrid (1982-1988) has repeated Reagan�s basic idea. They have also said drug trafficking is a health matter and their combat a "reason of state".
