PURPOSE OF THE AGENCY: The Barnwell County Commission on Alcohol and Drug Abuse, doing business as the Axis I Center of Barnwell, was created by Act 1554, passed by South Carolina State Legislature in 1973, to provide alcohol and other drug services in Barnwell County.
