Among ecstasy users there is a perception of approval and safety associated with their drug use. Outside this group, the majority of their peers feel differently. The Monitoring the Future survey asked eighth through twelfth graders their feelings regarding ecstasy's harmfulness, availability, and whether they approve of others using ecstasy. In 2001, between 35% and 46% of students felt that even one or two instances of ecstasy use placed the user at great risk, more than a 10% increase from twelfth graders five years before. In contrast, 69% to more than 79% of eighth through twelfth graders dis-approve of even one or two instances of ecstasy use, showing no change in the perception of twelfth graders from five years prior. Nearly 62% of twelfth graders reported that ecstasy was easy to get, an increase of 200% in the past ten years. So although a high percentage of adolescents do not approve of ecstasy use, many do not believe it to be harmful and could find it if they decided they wanted to use it. A partnership of more than 50 countries and international organizations, the Paris Pact Initiative is aimed at combating Afghan opiates trafficking, consumption and related problems in the affected priority countries, specifically focused on counter narcotics enforcement and demand reduction issues along the Afghan opiates trafficking routes to Europe. In 1980-1981, heroin from South West Asia also fueled a new surge of use in the United States. After a quarter-century of rising heroin addiction, America had enjoyed a brief respite during the late-1970s. U.S. diplomacy in Turkey and DEA interdiction in Bangkok had slowed Asia's drug exports, allowing America its first prolonged heroin drought since World War II. Producing methamphetamine poses serious safety and health risks to child welfare workers. Workers need to be vigilant of the common ingredients used in the manufacture of methamphetamine so that they can identify a possibly laboratory and take appropriate safety precautions. In addition to empty containers of materials used in manufacturing methamphetamine, workers should pay attention to the presence of an unusually sweet or strong odor, windows of building that may be covered or blackened to no one can see in, and sporadic traffic.
