From 1990 to 2000, the number of drug offenders in State prison increased from approximately 149,700 to 251,100. Another enforcement strategy involves the use of party patrols. These patrols appear to be the easiest way to make a large number of arrests for underage drinking. Undercover operatives can attend such gatherings, or officers acting alone can surveil the location and make arrests. A weekend drunk driving and party patrol program in Oregon increased the arrest of minors for possession from 60 to 1,000 in 1 year. There also was a corresponding decrease of 35 percent in underage and young adult automobile crashes. When not hunting teenage parties and citing underage drinkers, the officers operated sobriety checkpoints and conducted drunk driving enforcement patrols. Fires and burns are the fourth leading cause of accidental death in the United States, according to Baker and co-workers. Alcohol involvement has been estimated in 12 to 83 percent of these fatalities (with a median value of 46%), and between 0 and 50 percent among nonfatal burn injuries (with a median value of 17%). In a review of studies of burn victims, Hingson and Howland (1993) estimated that about 50 percent of burn fatalities were intoxicatedand that alcohol exposure is most frequent among victims of fires caused by cigarettes. A vast amount of scientific research has shown that heavy marijuana use negatively affects smokers' learning abilities and social skills, causing problems in their daily lives and compounding their existing problems. The National Institute on Drug Abuse has surveyed and compiled 11 scientific research studies that have demonstrated that heavy marijuana use, defined as smoking marijuana 27 days in the past 30 days, has a significant impact on users' ability to learn, remember what they learned and function in society. |
