When enacted, the Child Protection/Alcohol and Drug Partnership Act will promote safety and permanence for children and recovery for their parents. With funding of $1.9 billion over five years, the legislation will allow states to implement a range of activities to improve treatment. Treatment cuts drug use in half, reduces criminal activity as much as 80%, increases employment, decreases homelessness, improves physical and mental health, reduces medical costs, and reduces risky sexual behavior. According to conservative estimates, every $1 invested in addiction treatment programs saves $4 to $7 in reduced drug-related crime, criminal justice costs, and theft. When health care costs are included, the savings can exceed costs by a ratio of 12 to 1. The procedure and validity of field sobriety tests and chemical tests varies from state to state. The standardized field sobriety test, as set forth by the National Highway Traffic Safety Administration (NHTSA), involves three brief tests: horizontal gaze nystagmus, walk-and-turn, and one-leg stand. Standard chemical tests include urine analysis, blood analysis, and breath analysis. Misuse of prescription drugs, including painkillers, is common among elderly people. However, unlike with younger people, when elderly people misuse or abuse prescriptions it is more likely to be accidental or unintentional. Since the body's ability to metabolize, or break down, many medications decreases with age, elderly people usually are prescribed lower doses of potent drugs than younger persons are. About 10% of teens smoke cigarettes frequently (more than 20 days a month). Tobacco use has serious long-term health consequences and is highly addictive. A teen who uses tobacco for more than a year has more than an 80% chance of becoming dependent on it. |

Drug addiction is a pattern of repeated drug taking that usually results in tolerance (the need for greater amounts of the drug to achieve the same effect), withdrawal (physical and cognitive effects when drug use declines or stops), and compulsive drug taking behavior (drug taking that persists despite efforts to reduce intake and despite problems with family, friends, and work).
