From the early 1990s until 1997, eighth and 10th graders showed troublesome declines in perceived risk for marijuana use, as did 12th graders. Indeed, the decreases in the perceived risk of marijuana use, which had been occurring at least since 1991 for 8th graders and since 1992 for 10th graders, became very sharp. For 8th graders, perceived risk of trying marijuana dropped from 40% in 1991 to 25% in 1997. For 10th graders, this measure dropped from 32% in 1992 to 19% in 1997. As shown in Figure 8-1a, however, these declines in perceived risk for marijuana use had been decelerating, and they stalled among 10th and 12th graders through 2001.
Cannabis cultivation rose 40 percent in Afghanistan in 2008, to 173,000 acres from 123,550 in 2006, the U.N. Office on Drugs and Crime estimated in its 2007 opium survey. The crop is being grown in at least 18 of Afghanistan's 34 provinces, according to the survey released last month.
Narcotic drugs decrease the user's perception of pain and alter his or her reaction to pain. For this reason, narcotics—primarily codeine and morphine—are prescribed legitimately as pain killers. In a medical setting, they are referred to as narcotic analgesics. For pain relief, scientists have developed opioids, which are synthetic drugs with morphine-like properties. Some common synthetic opioids include meperidine (trade name Demerol) and methadone, a drug often used to treat heroin addiction. The use of methadone as a treatment for addiction is controversial, however, since methadone itself is addicting. Scientists have attempted to develop ways to use the pain-killing properties of narcotics while counteracting their addictive qualitites. Such investigations have led to the discovery of narcotic receptors in the brain, and of the body's own natural pain-killing substances, called endorphins. Narcotics behave like endorphins and act on, or bind to, the receptors to produce their associated effects. Substances known as narcotic or opioid antagonists are drugs that block the actions of narcotics and are used to reverse the side effects of narcotic abuse or an overdose. A new class of drugs, a mixture of opioids and opioid antagonists, has been developed so that patients can be relieved of pain without the addictive or other unpleasant side effects associated with narcotics. Narcotic drugs are among those substances used illegally, or abused, by adolescents. Some estimate that as many as 90% of adult drug addicts began a pattern of substance abuse during adolescence.
The National Center for Injury Prevention and Control (NCIPC), a division of the Centers for Disease Control and Prevention, released a summary of impaired-driving statistics in December of 2004. The latest information available for that report came from the records of the National Highway Traffic Safety Administration (NHTSA) for 2002 and 2003. According to the data, about 1.5 million people were arrested for driving under the influence (DUI) in 2002. More than 100 million other drunk drivers were on the roads but were not caught. Alcohol consumption was a factor in two out of every five traffic-related deaths in 2003. In addition, about 25 percent of all drivers under the age of twenty who were killed in motor vehicle crashes that year had a bloodalcohol level of 0.08 or higher.
